CIA used "executive privilege" *excessively* to prevent arrest of suspects confirmed guilty

2006: I was informed personally (outloud) by police officers on behalf of the FBI that the CIA was using executive privilege constantly in various states across the union to prevent the arrest of "suspects" so confirmed guilty that (in the words of police officers): "There are officers and an FBI agent that have been sitting in the parking lot of that residence you reported to them. They have had a bionic ear setup the entire time and they can literally hear them laughing, boasting and bragging as they mock people they are killing in detail unaware of their presence. They are so angry that they are still sitting there and do not yet know what to do."
The false claim that they are "CIA employees who do not know that they are employed" is what they are using. From petty offenses to major ones any claim against them that would bring about a hearing is "not possible" due to this use of "executive privilege". The residence they were sitting at was one of many civilian residences known to be involved in telecommunications and logistics.
